Tokiwadai is located on the Manabiya no Sono, a district with restricted access in Academy City containing dorms and schools for rich ladies (and other facilities like restaurants and shops). There's a total of 5 schools, so it wouldn't be weird to think some of them are high schools where Tokiwadai graduates would get into.
Even if Ruri is in Judgement, she would have no connections with Kuroko. Kuroko belongs to the 177th branch, while Ruri belongs to the 3rd branch in this arc. Being three years apart, and Ruri seemingly absent from Tokiwadai, it makes sense Kuroko wouldn't mention her.

Kuroko is actually in the 3rd branch, because Judgement members work for the school they are in, and Tokiwadai is the 3rd branch and Kuroko goes there. If Ruri graduated after this, it makes sense that Kuroko never sees her. However, if she is still in middle school and in Judgement in the main story line, it is kind of weird how they never mentions her.
Judgement members work for the branch that belongs to their current school. However, this was a minor detail and the Railgun anime forgot about it, so they let Kuroko works all the time in 177th branch, which is the branch Uiharu is at.Even the author himself confused the numbers and said Kuroko works on the 4th Branch instead of the 3rd, the corrected himself.
原作だと177支部は柵川中学内にあります。黒子は177支部に入り浸ってますが、本来は常盤台中学の風紀委員なので、常盤台中学の支部に所属しています(004支部)。 …ですがアニメだと設定が違って、177支部は外部の建物だし、黒子もここにいるんですよね。間違えた!003支部です。Question, though, was Kuroko working on the 3rd Branch and school disciplinaries working for the branches their schools are responsible for something that was set up BEFORE the Railgun anime started, or did Kamachi-sensei make that rule after the anime aired?
Because even in Railgun SS2 Kamachi-sensei had Kuroko and Uiharu working together, and that takes place before Index starts. Kuroko being part of the 3rd Branch seems like a retcom to me, if it wasn't set up before the anime started airing.
