It's a pretty common abuse tactic. "If you call for help you'll make others suffer the consequences." It's sick but it works because it isolates the victim.

Daddy Shithead's threats are more of a "Fuck me and you'll be fucked too".
If he reports him, his misuse of the scholarship money will be known and he'll likely lose said scholarship when the school hears about it(Not enough money to pay his rent, making him unable to attend the school and his dream of becoming a doctor impossible) & his best friend will miss his only chance to make it big if his coach gets arrested.

a bit diappointed to see just how cartoonishly villainous the dad is. knowing that he used to be a decent dad doesnt really do enough to justify his bad behavior, if anything it makes his prideful boasting about his abuse seem even more silly and unrealistic. the story so far has always had some issues with its writing but this is probably the most sloppily written bit just for the sake of shock value and drama
