I find it easier to pet cats when you don't hold out your hand above their heads. Might be fine with friendly cats or cats that know you, but wary cats may feel intimidated, especially if you are doing it nervously.

This, very poor petting technique. Have so far had best success offering my hand below their face level in a loose fist for sniffing, and then opening up palm upwards to get to petting distance. Can't remember a cat that would have shied away since I started that.
Coming at them from above with an open hand tends to freak out even cats that have known me for years. =/
