Well that is often what happens with this kind of manga. Since, with some exceptions, the main couple dating is basically when the manga is nearing the epilogue. So it's kinda a balance of making it longer and not dragging it out too much. The side couple is often written better because it can develop it whatever pace the author prefer without needing to think about the manga's length.

Though to be fair for this one, indeed the two main protagonists' personalities will make their progress naturally very slow either way.
