Sugimoto joined at the same time Goro did, they're buddies. Of course Sugimoto's higher up in the company now because Goro got two shitty bosses in a row before Mogami... But he's still Goro's bud who covered for him a bunch and he's been over to their house a couple times. I reread every chapter after Akane is introduced, and, while I still may have missed something, no job offer is apparent. There are many times where such an offer could reasonably have happened, but no offer is explicitly made. I think Zanma-sensei is introducing a new plot by mentioning this offer. You'll see it get translated literally in a lot of MTL and go 'huh? why is he thanking this person who obviously had nothing to do with it?' so now you know!That "Okage De" stuff is interesting. As always the educational TL notes are half the fun.
