I don't think this father is not looking after Eiri tho, at least we don't have enough information to confirm that. For now, he does seem to care enough to attend to his daughter's presentation in person and not just have his underlings do. Him ordering to perform further experiments is simply him self-blame for his (self-proclaim) past mistake that led to his wife's death and not wanting his daughter to make the same mistake as his own.
