1. Worst case (cliche), this girl Kokushou and her friend (there may be other girls involved) are Tsubasa. They work together to get victims.

2. The author deliberately directs the reader to suspect Kokushou. Maybe she had a friend or bf who was a victim of Tsubasa. And she is trying to get revenge now.
