maybe it is just the society/school varying from culture to culture because you'd probably get weirder looks if you only exclusively befriended ur own gender or at least couldn't hold a conversation with anyone else other than legit phobia/shy-ness, but i guess sometimes being upfront would be better than setting yourself up for disappointment but other than someone with ulterior motives/wanting to ask someone out as friends 'eventually', there are some ppl that'd prefer to befriend ppl first before considering 'going out' versus "Hey you're cute go on a date with me" from a stranger unless ur specifically seeking someone out in like a blind dating/mixer or Tinder lol (tho i wonder if any japanese-american/transfer students even get mixed signals/the wrong idea because some ppl are much more affectionate in the west depending)To be fair, it's often not the best idea to be too close to someone of the opposite sex if you aren't dating... it goes wrong way way way too often...
