(Although the avians would still lose out to humans like Shaquille o Neal - 216 cm or Yao Ming - 229 cm.)

I guess they're playing off the term of "birdbrain" (someone who is annoyingly shallow, stupid, and/or simple-minded; In this case, the lattermost association seems firmly applicable).
Kinda odd how lightly the first two avians were scolded, especially given that it was openly and immediately acknowledged that their behavior could potentially start a war.

Moreover, since Saints are nothing more than automatic cleaning devices, there's no inherent reason for the countries to not just tie them up and move them as they please. Presumably the reason the Saints can have the freedom they presently possess, is because of power balance reasons between the different countries, with the countries intentionally taking an off-hand approach to the Saints so as to avoid political complications. As the countries are segregated by race, instigating a war in this world could have disasterous consequences. Alienating the Saints, or giving the other countries a political justification to withhold them, would similarly be highly damaging.

In short, a mild scolding is.. surprising. Well, maybe the avians are so pathologically birdbrained that everyone is just used to their behavior by now.
Maybe it's kinda how we just shrug off corruption in politicians and police over in the States? Everyone's just far too used to it to take it seriously anymore..

They can't learn about the world while on a road trip? Seems like the perfect excuse. They don't even need to do any work, just sit on the airship and sample delicacies while cleaning the miasma.

I believe the chances of the Saints dying via suicide or becoming more of a husk of a person is what prevents them from treating the saints as objects, if not for their basic moral decency.

Then there is the potential of religious retaliation if the Saint were to be treated as an object. Who knows if their god (if there is one) would call upon divine retribution by refusing their summoning rituals for new Saints or if the Miasma would double in its spread should the Saint be mistreated, or even if the Saint's power is related to their mental well being and if the powers work depending on the strength of the Saint.

Adding to the fact that each country NEEDS the Saints to stave off the Miasma, they are probably treated more as VIPs rather than a simple miasma absorption bot. Sure, a country can restrict a Saint so that they alone would survive but then the idea that your king/country is destroying others via miasma aka something like nuclear radiation, is horrifying enough to start a revolt. No country even benefits as I would assume the Miasma would decimate the land and not just the people, causing influx of refugees, banditry, thievery and overpopulation since this ain't war over land, you don't just get the land right after the Miasma hits everyone, people are gonna crowd in the small land that is safe and struggle over the limited resources.
