I'm confused what you're trying to express. Your wording implies the story is treating this possibility as surprising, but Uesugi in the second chapter states his odds of changing back are "almost zero/infinitely close to zero" (depending on the translation). You can still expect the story to eventually contrive something more involved than "Uesugi never finds the bill", but expecting Uesugi to stay a girl is just taking the current situation at face value.
