Shouldn't Ryouta and Draco have lvled by now? I assume Yui's level stays at 1 because the xp requirement is based on total levels, but the others should've gotten enough to level now.

That's just good healing. If there's no difference between 1% and 100% you just don't heal until the next bit of damage would be lethal, instead focus on killing what's trying to kill you so there's less time where people are at risk of dying. And certainly there are times when the DPS are so blinded by "number go up" that they drag everything down and the most helpful thing to do is to let them die for it, then pick them back up after.
