Remnants of the South Korean government are human traffickers, using them for slave labour/rape/meat. They engage local villages to raid other villages and capture people. Jamsil was an extremely rich company before the collapse and managed to survive, unlike the government. They are one of the only 'sane' groups left in what was once South Korea and act as a sort of police/militia.
