This is NOT WWII, it's the future. The "war" was never clear, but seemed to be limited to the big cities. Most likely some kind of political strife, not full on World War shit.
Also, Tokyo was shown to be a future setting with flying cars and robot workers. Definitely not WWII. It's just that the small town setting gives the feeling of old-timey-ness and it also helps that Gen-san is not a fan of technology. This is where the comedy gets it's legs.
It's a fish out of water story, and the mentions of "war" give it a date as sometime in the future without being too specific.

if you are very confused, i'd recommend going back and re-reading. there are tons of ways the author shows that they are in the near(ish) future. yuuna's phone for example. or the city scape outside chiaki's hospital room, in the flashback.

we know that there was a war years ago, and that's when ponko was made. after the war, humanoid robots were no longer produced, hence the mechazawa looking guys. the whole "turn ponko into 500 yen coins" thing seems to be the government's way of slowly rounding up the last of the humanoid robots. was there some issue with them during the war? are ponko's struggles as a maid related to the fact that she was formerly a military robot? i mean, she has a black box and an arm cannon. were androids part of the reason for the war?

@Luke_chase It's set sometime in the future, that's why there's advanced technology like Ponko-bots running around. It's been mentioned before that there was a war in the recent past, but not what war. Clearly it wasn't WWII, so it has to be a fictional war in the future.

Maybe because development of EMP.
Jet or drone may have some EMP protection to prevent it shut down but not radar or sensor etc. It's mean you be blind or even crash if you are drone, but if you are human you still can control jet.
