I don't remember the exact specifics from the web novel, but they gave more details regarding the match. Each free for all match was supposed to go until only two or three (I don't remember which) combatants remained, and those match winners would go onto the 1v1's that would take place later. Kudan had to intervene because both Regina and Siegmund had already both qualified for the 1v1 matches, but Regina kept going despite the match ending.

The manga is skimming through it quite quickly, but their nailing the necessary points. The other contenders who pass but you don't see are just irrelevant to the story, though I think we're a fist fighter short...
