I'm pretty sure people would start scanlating because there would be demand for it...

There is a well-known aphorism “if X did not exist, then it would have to be invented.” It seems like just recently I saw an old translation of Tekken Manga, where the dudes simply pasted English text over the Japanese due to the fact that apparently none of them knew how to work in Photoshop.
