If they let a dirty non-mage join others dirty non-mage peasants may start having ideas, plus if he's competent other dirty non-mage might start asking themselves "why are we giving so much power and privileges to mages if some guy with a sword can do the same job ?" and we can't have that here.

but...but Will then had to fight against the only reason he joined the wizard/caster/mage school and why he ascend the tower. Elfaria too would had to fight against Will. Not to mentioned the ever secretive Sword faction that the Wand factions (mages/sorcerers) allied with.
