Both options perfectly fit his character and this series, so I think if either one turns out to be the truth it'll be perfect.

As seemingly dense and silly as Makiba is, he's amazingly insightful and thoughtful at the same time, so if he heard and just sits on that to give Oogami a chance to get herself to where she wants to be with it so he can honor her determination, I think I'd be satisfied.

Him being caught off-guard and giddy at being confessed to seems just as picturesque, though.
