It's far more complicated than that. The magazine numbering used to be more than fifteen behind the volume numbering. The numbering for this series was frankly completely stupid and there were at least three different ways it was officially numbered. The numbering was only synchronized between the magazine and volumes at the start of volume 16The chapters that the English translation had as Chapters 97.5, 107.5, 120.5, 143.5, & 165.5 all got counted as full-on chapters in the volumes, and each time it happened, the following chapters became offset by an additional +1 in their volume chapter numbering (with the further slight complication that some of the latter ones of those were reordered - for example, in the volumes, what was chapter 120.5 in the English translation doesn't follow what was chapter 120 in the English translation - it follows what was chapter 117 (which, given the chapter offsetting mentioned earlier, regularly became chapter 119 in the volumes)).
"The Angel Next Door Spoils me Rotten" spoilers-That's how it is with romance manga. The main couple can't progress too fast otherwise the entire manga will resolve and finish, so the side characters get all the nice development instead.

As for this manga, the chapters summing up as "Anna wants to sleep with Seto, but he's terrified of intimacy oh no" has been extremely grating. Especially considering he promised he'd make an effort to prepare himself.
He hasn't. He cries about not making progress on his future, belly aches about Anjou in some way, then acts mopey instead of doing something about it. He's just shaping up to be an annoying character for me.
Plenty of examples to the contrary. Like, Kaguya goes past the main couple becoming a couple, having sex, and pretty close to marriage, in fact (that one's mentioned in the Oshi no Ko cameo). Asahina Wakaba & Her Chubby-Chubby Boyfriend goes past the main couple breaking up and the female lead having a mental break. Etc.Those are the exception though. The need to hold things in stasis because they need to milk it for endless serialization coupled with the weird belief that lots of writers (and not just in Japan) have this idea that becoming a couple is the end goal of the story
