its best to talk about it either way, anjou's head over heels for him anyways(from what i feel) if the feeling's mutual why not take a chance of progress about it, but take it with a cautious(?) approach and not dive right in hastily.

We vaguely know the when but unfortunately not the how. We know that Anjou has taken a liking to him a long time ago maybe even before this manga started. She said this in an earlier chapter with Tokio that she had to work her way to Seto just so they can be together slowly.
