Because the wimpy parts in relation to Anjou is because he's still a standard Japanese guy (according to manga logic at least). PDA is frowned upon/rare, and Seto reciprocates in private usually (though at a slower pace than Anjou) - as a reminder, Seto has officially made out with Anjou on her bed while molestas las breastas (hopefully someone gets that reference...)
