That's what makes it look like a trap meant to attract people who came to the tower much later than the original occupants.

Traditionally, there would be an old ghost in the dungeon, who arranged such a trap/puzzle to find a capable enough person. The ghost would steal that person's body once they descend down below. However, this isn't really that sort of story, even though it's actually possible the puzzle was there for someone like Yona, specifically. These other goons clearly don't have what it takes to deserve the secrets of that tower/dungeon, whereas Yona has.
