The movie plot line will start from chapter 61 of the manga. But the whole "not-russia" war? chapter 80ish probably considering that the manga will actually show more than just 5 min of the dessert campaign.

Hard to say. Usually its 1 chapter every 1-2 months or so. But last time (mid-December) we got a double release - so it might be another 2 months.

The thing is this manga has LOOOOONG and also "complex" chapters with lots of text and references + historical anecdotes etc. Translating it is not as easy as some other series. Also as far as Im aware its a rather small team doing the work in the first place.

The RAW version is releases a chapter once a month so thats 12 chapters a year. Currently the original version is 10+ chapters ahead of the English version - I believe chapter 63 dropped only a few days ago.

As for the OFFICIAL release its currently at volume 12 (chapter 31-33) with volume 13 being released on the 23. Feb.
As the official version releases regularly once a month with 3 chapters or so, it will soon catch up to the fan version. Having said that... the fan version IMO is "better" translated... lol

one thing that does peeve me is how deux ex machima how the unified states here just got her mana signature after all that spy stuff that happened. all of that and the success of eliminating a hidden threat just for a big threat swooping in and obtaining it just like that orz
