Being a creator god doesn't mean much in terms of powerscaling as (for example) the creator god of solo levelling was killed by some entities that were at best planetary. Your ability to create things doesn't determine how good you'd be in a fight.

There is a reason I said any more would be a spoiler. I'm typing as someone that has read a good portion of the web novel.

Shiro is all powerful, as she made Kuro to kill herself. She made Kuro have an attack that could instantly kill her. She's a suicide pill. Kuro obviously fought her and didn't use it. I'll leave that to the comic to explain motivations.

I do wonder if she could make an army of anti-Kuros or a cage Kuro couldn't escape, if she wanted, but she didn't want to win.

Fighting isn't a primary focus of the story, so I don't know if author will expand on power levels too much.

Shiro's whole gimmick is that she's literally the God of the End. She was designed to be the end of everything. Every story. Every game. Every life. Every planet. Every universe. She devoured world after world, god after god because her whole schtick is that she signifies the "end" of their story. Makina (Earth's Goddess) finally convinced her to try and create something, which was this planet, but she's apathetic to everything and doesn't see anything as special so she created Kuro, giving Kuro a portion of her own power to end "stories" so that Kuro could end Shiro's. Kuro obviously didn't use this power when they fought and Shiro didn't want to win anyway, hence the stalemate. Kaito is the one who makes Shiro realize that nothing seems special to her because she loves all of her creations equally. An ant she created is loved as much as a human, so Kaito, being someone she didn't create, became even more special to her than her own planet. Which leads into a whole bunch of other plot. But yeah, you could send the entirety of humanity's creations (fictional or otherwise) at Shiro and she would "end" the story of their attacks on her and wipe them all out. She's literally the most powerful being in fiction. I'm sure there's some other equally powerful character with a similar "concept" based attack, but they would still lose as Shiro herself is the “last story”, so Shiro's end would only come after all stories except her own have been brought to its end. You literally can't beat her unless she lets you, and even that would likely end all existence anyway.

edit: Correction:

Kuro's power (Prologue) is technically to start a new "story", which is the antithesis to Shiro's power (Epilogue) to end a "story". So she would basically create a new "story" with Shiro not in it to kill Shiro, but Shiro could technically "End" that story before it began too. Concept based attacks are weird like that.
