Different things happen. You're right, there are many works that literally either idealize toxic relationships or don't even realize it. For example, I remember one manga where manipulating a partner for sex was played out as an ironic comedy. Or where the MC was accused of being selfish because of his sincere desire to help his beloved girl. But in this case, I was talking about romantic comedies, reading which you could shake your head and say "wakaru, wakaru".

Unironically she may need to distance herself from that glasses coworker, she's actually a very likeable person but she isn't mentally good for Noa and she doesn't even know she has that effect on Noa. She puts doubt in her and Rihito's platonic relationship and everyone in the office probably knows already that Noa is emotionally sensitive and starved of affection

I like the manga but man is it getting drawn out. I’m not saying I want them to be a couple by the next 3 chapters or anything but give me a sign that they’re both open to the thought of a romantic relationship with each other. Instead of this farce where she wants him to herself without a proper label.

I will comment this again, I am still unsure what the author thinks of Noa's behavior. Does the author think Noa's behavior is bad or good?

Getting mixed signals here.
The author may recognize that it's not healthy behavior, but to me it's clear they're treating it as good and even fetishizing it, using all the typical "menhera" girl tropes and framing it as twisted but essentially cute and harmless.

Given their relationship is the basis for the whole manga and the tone of the series wouldn't allow it, I highly doubt they're going to go the route of Rihito growing and establishing healthy boundaries because there's no way Noa's going to grow out of her menhera tendencies and Rihito setting actual boundaries would make her spiral and run away. Until he does that, Rihito is basically enabling her, and unless there's a serious tone shift to the manga that starts framing their relationship as horrorific instead of comedic, the manga as a whole is essentially going to keep treating it as a net positive.

Rihito seems to finally be aware of Noa-senpai, since he was heavily blushing and everything, but after seeing how Noa was acting... I don't even know if I want them to end together loll

The issue isn't Noa is being a self-obsessed clingy girl again. She has done similar things before. Rather the main issue is she's getting rewarded for it this time. In the past, whenever she acted out, Rihito would call her out on her behavior. This time she got a hug out of it.

That was one of the most toxic thought loops I've read, but I've definitely seen that from girls IRL..
Girl planning an entire birthday dinner with just the two of them (something primarily done for partners), expecting him to drop his family friends, wanting him to exclusively love her... and still not be dating!! Poor dude has been love bombed into submission, but on the other hand he can do the bare minimum and please her. Pretty co-dependent
