I think that is actually what happens when the hero gets that sword, that is, it broke shortly after he used it.My guess is that the unknown person was a merchant wanting to talk with him, probably the metal is very hard to process, someone that woud spend so much money on it would be able to do it, so they likely wanted to talk with him being in the same trade.

For who missed the meaning of MC thoughts, the sword multiplies the user strenght, but that is for the buffs he applied on it, the metalwork itself is cheap, so the already strong hero would now try to hit enemies with a lot of force and a tool that can't handle the force, keeping it on its back or learning to fight with 2 hands, using it for light slashes would be the only way to make it work, it will likely break on its first use, burning 200 millions on its first job.
Like Touji said, the STR boost isn't all that great. Sure, the Hero gets a 15% Boost, but the rest of the sword's stats aren't that great. It's like giving the Hulk a stick that gives him an extra boost in gamma energy. So what happens if the Hulk swings that stick? SNAP! It would be better to imbue that STR boost in a piece of armor or accessory, rather than a weapon.I think that is actually what happens when the hero gets that sword, that is, it broke shortly after he used it.
