Japanese people don't travel much (17% own a passport, according to this). Most of them are either too comfortable in their village/city, that they can't fathom leaving for a place with an inferior quality of life. The reaction of those students reminds me of that.You know, this is actually pretty realistic in terms of a mob mentality during a panic. Screaming, denial, looking for someone to blame.
