Basically the Elves were interbreeding amongst themselves because they interpreted the inscription wrong it seems.

The problem was that magic let them incest themselves into nonfunctional forms, Brolite is on the subtle side, since she's a sterile trap, some of the other purebred high elves come out missing vital organs, or as just a torso or something.

Gods aside, we do that with our own laws!
The ones we ourselves created and should've been written as clear as possible to avoid any misinterpretations or misuses. We more often than not misunderstand them and end up getting creative, fucking it all up in the long run.

Basically, from how it's described, Brolite kind of has the equipment of both, and since, assuming the translations have been right, Brolite typically identifies as female, it's really more that Brolite is female with some extra parts. Honestly, she's probably more comparable to a sterile female Hyena.

This kind of of thing actually happens in real life where is born with a genetic mutation that makes them both male and female (they typically have XXY chromosomes.) On top of having the equipment of both genders, they typically don't make it through puberty and die at a relatively young age due to how the mutation messes with their system.
