One piece hasn't done filler arcs in a very very very long time. What they have been doing for like a decade plus is stretching out episodes by adapting 1 chapters and taking breaks and lastly having recaps episodes. Like a lot people wish they still did filler arcs but that ship has sailed a long time ago

Capitalizing Every Single Word In A Sentence Looks Like Shit, Is Grammatically Incorrect Unless It Is A Book Or Movie Title, And Otherwise Should Never Be Done Even "Stylistically".
By capitalising every single word, you mean that TS made the whole sentence made up of Upper case characters or only First letter of every word?
I find making full text completely uppercase to be the norm in the scanlation community. I have worked in over 5-10 groups so I am definitely sure about this. Some do use normal sentence case style but as per my time on MD, they are relatively rare or less common.

I mean typing "Like This For Every Single Text Bubble", not "LIKE THIS FOR EVERY SINGLE TEXT BUBBLE".
Honestly, I wouldn't have cared if it was all caps, since most manga fonts rarely differentiate upper and lower case. But if you're going to use a font that does, only the first word is ever capitalized in a non-title sentence. Unless of course it's an April Fool's/prank chapter, in which case no one cares because it's intended to be a joke.
