As for this rumor about Luna being a slut, I am thinking that is the reason she never went back. The more that goes on the more convinced I become that she really wasn't, but someone threw a rumor out there that she was a slut and it probably hurt her (even if she didn't show it). It could be the guy that she kissed that Nao saw. She told him she wasn't interested in him and dating and he got mad and started spreading a rumor that she was a slut to make himself feel better OR some girls (specifically one that liked this guy) found out about the kiss and started spreading a rumor about Luna being a slut to get back at her.

When it's in a language where there are very different ways of saying goodbye to someone if you expect to see them again versus not, and saying the former to someone you just met indicates you're okay with seeing them again and/or they're welcome to come see you again, especially if this is the second time you've met and told them you can't play with them today because you already made plans with someone else.
I don't have the raws to look, but there's a big difference between, say, "Mata ne" and "Sayounara."

People really are merciless about that stuff. I remember my first crush when I was in 6th grade and she was in 5th, and people were already spreading nasty rumors about her and telling me not to talk to her.
Looking back now, over 20 years later, I realize she was just a kid and people were simply gossiping and being cruel. The rumors got so bad that she ended up switching schools. It’s wild how easily kids get labeled over nothing, and how much damage that kind of talk can do.

Short spoiler: Still no truth, Naoto's off to imagining by himself again, return of the mystery of "who or what's behind the door of may or may not be Luna kissing".
Back in the apartment, Luna shows Naoto another secret. Her secret this time is that she owns sexy lingerie, a LOT of sexy lingerie. Luna thought that Naoto would be put off with the idea that a relative of his would own such items, but Naoto was more concerned with the sheer amount of what she had. Luna claimed that she couldn't help herself but buy it when she's told that it looks good on her, mostly likely compliments from the saleslady where she bought them, but it is not explicitly stated who was telling her that. This caught Naoto's attention, and Luna tells him that because guys like these things she thought that if she wore these an unstated someone would like them.
Because of her vague statement, this caused Naoto to imagine Luna wearing them for another guy. Meanwhile, Luna is thinking that because of Naoto expanding his horizons, she would get left behind, she wanted to be biggest existence in Naoto's life so she told him one of her secrets. Seeing Luna getting gloomy, Naoto springs into action. He states that he does not dislike her owning lingerie, that he likes them. Luna, seeing how Naoto just blurted that out without thinking it through, sees through his bluff and decides to tease him. So she tells him that she'll be wearing them to see if he's not lying.
Some time pass, and Luna is shown giving Naoto some sneak peeks, a strap here, some ribbons there, but nothing to outright tell Naoto which exactly she was wearing. Naoto flusters as he can't help but imagine Luna which lingerie she has on, and seeing his reactions, Luna is enjoying herself. The two head out for a late night trip to a convenience store, and they settle at a park to eat.
Luna sits at the swings as she eats her nikuman, and a concerned Naoto asks if she's not feeling cold. Luna jokingly tells him she's fine, and when it comes to it she'll ask Naoto to warm her up, to which he tells her that he'll just give her what he's wearing on top. The two reminisce how they used to play on the swing, and almost fell trying to recreate how to yeet one's shoe off while on the swing. She saves herself just barely, giving Naoto a good view of her panties as she was wearing a skirt. Luna finds it embarrassing, while Naoto apologizes for taking a look. Luna tells him it's her fault, and apologizes for making him see something weird.
Chapter ends as Naoto blurts out that her panties wasn't weird, and that it looked good on her more than he imagined.
