I doubt Heiji would be that considerate, they are not even living in same city, so it's not like Ran and Conan would be seeing them going on dates. More likely it's some silly misunderstanding and both being too stubborn to communicate properly. Or Heiji finally admitted being gay for Kudo.

I think what Heiji and Kazuha are going to "confess" to Shinichi and Ran is that they're finally dating, not knowing everyone and their dog knows this already.
They're staying apart because they haven't announced it yet. I think also they just aren't the type of couple that has to be all lovey dovey all the time. Like, the arguing is part of their relationship and could be done healthily if they figure out how.

I sneaked a peek at the clues shown in the next chapter posted in foreign language and I know who did it.
It's the bandanna guy with the drinks, I just don't really know the why or how yet since I was only Google-translating for the case clues.
