Legit what I was gonna comment, like if he was an adventurer he'd look like he'd belong in OG WH40K, have a high pitched voice and constantly yelling but is actually super gentle, donates to charities monthly and volunteers at orphanages XD

Imo there's three main possibilities. He's a moderately powerful antagonist (from the civilised world's perspective), a high ranking member of the kingdom's intelligence service, or the previously mentioned shady merchant version of the King Engine from OPM.

The first option is so blatantly implied that I think playing it straight would be likely end up boring and formulaic, though not necessarily. His purpose will be to establish the disparity between ostriches and the rest of the settting.

Him being an intelligence operative/handler makes the most sense, and is smart writing if so. It would explain the sneaking and everything else.

The least likely option, the "OPM" route, would be amazing and hilarious. I could see a merchant who's able to put out those snake vibes and scary intrigue face whenever they're shit scared would have plenty of luck making deals with the bandits and black market types; but is less handy when trying to charm feathery WMD's with the all the reasoning of a toddler. I know I'd be shit scared in his shoes.


On another note, what's going to happen when the Electric Dragons start breeding out of control without Reisu and her flocks running around eating their eggs?

In trying to get information on them by giving them discounted food, they end up forcing him to empty his warehouse of food meant to sustain the invading army's occupation on top of his intel proves to be faulty as he assumed they were weaker and harder to coordinate than they are as "mercenaries." Especially since they were holding what they describe as a "welcoming banquet" for a measly 300-odd "Mercenaries" not long before the army arrives.

This does not end well for the army that outnumbers the birds almost 20 to 1.

Could just be neither, just a merchant being a merchant. A massive group of people with unique needs is a great place to be the first to get involved with, could be financially set for generations.

You verbalized my thoughs perfectly.
It makes perfect sense to try to get in early with the ostrich beastmen, since they can do excursions into the dangerous south and come back retively reliably (decent toughness + high speed) without the need for years of training and/or expensive equipment while they only really need food.
