Its a joke. In the series Kanojo mo Kanojo, when the MC (Mukai) is shanghai'd by one of the characters (Hoshizaki) he tells her that kidnapping is a crime, she replies "Its legal if a cute girl does it!". (and its a harem manga, so et al.)

Thus given the tendency of manga communities to forgive all manner of bad-to-derranged-to-sociopathic-to-outright-criminal behavior from characters as long as its a cute girl doing it, this is attributed to the (fictional) court case of Hoshizaki v. Mukai et al. making these behaviors legal so long as they are done by a cute girl.
