Not explicitly - I actually reached out on pixiv and got nothing back. But he didn't say no either. This is kind of common in scanlation - if it's no, they'll just say 'no'. But if they actually reply 'sure, scanlate my stuff' then they've agreed to giving their work away in 'writing'. Some artists don't care, but others do. My understanding is that it's exactly some Pixiv self-published work, the author has full authority over the rights because he's the only one involved, and that the author is getting no compensation for it regardless.This isn't some social media self-publish work. Chances are the artist doesn't have the authority to give distribution rights to anyone else. The era of mangaka-approved scanlations was mostly from people who posted stuff on twitter or free on pixiv or whatever. And even still I imagine there's a lot of negative reception about pirate scanlation among the Japanese manga community because it's sharing the work with the author getting no compensation for it.

Anyhow, if he did give me high quality raws and I posted them, then he might as well just post those in the first place.
I'm fine with the current state of affairs - I have to do a little more work, but it's not onerous. I think the result looks okay. And then I added his 'watermark' at the bottom again. He does his thing, I do my thing, and as far as he's concerned the English version doesn't exist.
Though like I said, the worst thing is the AI slurpers will just ignore it either way and use his raws and my scanlations for training anyhow. Because that's what they do.
I remember some authors who answered with explicitly forbidding to translate their manga, and those honest translators dropping their work right away.
