It's up to Ueno to accept her apology since he does pity her.

We also will definitely see a middle school flashback of Kanako and Ueno is a more positive light just like Tsubomi and Chisaki.

Maybe if when he's about to leave, Kanako will bring up a hypothetical question to see if Ueno would've permanently be fixated on her or not if they fucked.

I'm thinking the author is using these what-ifs like a red herring (don't know what it would precisely be called). These What-ifs have so far done two things (outside fan service): They establish that Ueno (would) enjoy being with them (particularly Tsubomi 😣) and that friendship is an option. I'm thinking by the end Moka and Ueno breakup and choose to just be friends. They recognize that they have no chemistry and that just being friends is more than enough.
What prompts this? Moka observes Ueno throughout the events and notices how much different he is with the others: He's more comfortable, he's enjoying himself, he's acting more natural, etc.
Confronting this and amicably splitting demonstrates personal growth, particularly of Moka. It shows that they have both built up inner-strength and self-respect. Riku can show up as Moka is crying, but she still rejects him. Symbolically this is her rejecting regression and showing fortitude, not through smiles but through tears. Compare to when she was rejected and ended up bedridden and a bit broken. Likewise, Ueno is drifting through the festival and runs into Chisaki. But this isn't the Ueno or Chisaki of the past. She feels upset because he's upset. Importantly, it doesn't evolve into a raw scene, but a more intimate one of compassion and comfort. As they talk, and the discussion escalates, cue the fireworks when Chisaki exclaims that she loves him. Crucially, this allows a healthy relationship to begin between them and shows the growth of both Chisaki and Ueno.
Final scene can be just the two of them in a (healthy) dom scene. Alternatively, and spicier, the author pulls the rare harem-orgy ending. Starts as a foursome, like normal. Chisaki catches a glance at Kanako. One of those pull-push kiss scenes happen. You've seen the one: One kiss, then a pull away. Another kiss, and another pull away. The intervals becoming progressively shorter. They commit. Chisaki then looks at Tsubomi and tells her to take care of Ueno. Foursome becomes an orgy.

I think the main problem is Moka-End. There's catharsis (if that's the word) with Tsubomi and Chisaki, but there's nothing with Moka. The author clearly can write chemistry (Tsubomi) and passion (Chisaki) so their absences with Moka is so telling, almost jarringly so. And if you view it all through a lens of self-acceptance, Moka fits much better.

I dunno, it's certainly interesting to think about but I don't think it's going down that route, I think these what if-scenes are just that what if, what if Ueno took a different path, I think all that's gonna happen next is Ueno and Kanako bumping into each other, having their talk, then their what if scene, then Riku comes back for round 3, gets defeated for good, cue timeskip or whatever and series ends.
