Fucking cop out that completely glosses over whether or not she actually had sex with someone at the hotel or not. It's not addressed, so there's no answer.

The fact that it's not being addressed makes it more likely that she didn't have sex, atleast in my view because if she did have sex then Naoto would need to deal with that.

But I don't see the author crossing that line the hotel stuff not even being addressed gives more room to argue nothing even happened there.

Yes but it's safe to assume that not all the noises coming from her room at night was just her playing single player we know someone was talking with her about the sounds she makes and after the nap gets sick arch she breaks it off. Now with this context we can assume it was a guy. Then there is the supposed kiss we can assume now that that two was someone she was hiding from nao context is pretty bad from here.
