I've never read a manga where a shady-looking character isn't actually shady. Usually, you can get their whole story arc by the first time their face appears

Well, depending on your definition of 'normal merchant', the rancid vibe might be 'normal'

If he's very quick on the news then he should know about the earth dragon/worm material the borbs brought in earlier.
Maybe he's just trying to get on their good side hoping that he can ask them to hunt some rare materials for him/get a little bit of stuffs before they sell the rest to the guild.
