The reasons given are : 1- It's an all girls school, girls are simple mindeded and will bindly follow anything for "social status". 2- The ring leaders are spoiled, believe they can do anything and it will be ok because of having someone to protect them and confund the "power" said backers have as being their own. 3- Society is stupid and the regulations in place make easy for that kind of thing to happen, regulations that work angainst the adults (teachers) when dealing with problematic children, in this case criminal ones, that are even more increased by them being girls and liked by the whole school body (students).

Those reason are normal to be seen IRL and while the level they put then is exagerated it is not unrealistic to acomplish with all the resources given to the antagonists.
