I do appreciate it when an author puts in a little bit of world-building to explain the deviation of technological development. A little exploration of how magic distorts the economics is often the easiest route, but it works.

water wheels are a 200 BC technology and were certainly ubiquitous all over Europe by the medieval period which actually makes it a much weirder choice than the pasta: DRIED pasta for export (as opposed to fresh), only reached Europe via Islamic Sicily around 800-900, and was only ubiquitous around 1100, well into the medieval periodNoodles are first created accidentally, in the making of bread. They are essentially a neolithic innovation, not something to be first produced in a culture at some post-classical level of development.

I once read an article about the world of Game of Thrones and the impact of the presence of dragons on the development of gunpowder and walled cities. The basic idea was that a history dominated by dragon-riders would make walled cities useless.
