That's one of the things with hiro - there's no telling how he's going to play this. We see the emotional content - blonde really wanted to sit next to tomboy (and her reaction when she drew that number was adorable), but tomboy is upset about... something. Maybe. It's sort of hard to tell, since she looks somber at best anyway.
It's possible that Tbaronv is right and she was awkward because she felt like she should switch with Togano and didn't really want to. That would provide some context for Usagihara's suggestion that they all switch. Or it's possible that blonde's interest in her is entirely platonic admiration and she's uncomfortable with it because she assumes wrongly that it's a romantic interest. Or it's possible that it is a romantic interest and that's the problem. And so on.
It's part of what I love about hiro's work - it unfolds realistically. Just like in the real world, we just see the surface play of emotions - the expressions and gestures and such - but we have to dig deeper to find out what it actually means.
And as I think about it, that's part of Komichi's magic - she's utterly guileless, so she honestly and straightforwardly tries to understand other people's feelings, and she sincerely cares about everyone, so they're willing (sooner or later) to open up to her. And getting the emotions out into the open means they can be dealt with, and if Komichi has her way about it, they're going to be dealt with in whatever way ensures that everybody comes out of it happy.
And I know that however it plays out, I'm going to enjoy it.
