And for your situation I don't know if it helps to you, but this is how I got a job. After finishing university even though I had preveious work experience in the field I did jobhunting for 2 months. (I have a colleague, who job hunted for 8 months without succes, so I was fast as heck) I did got called in only 3 place to interview (and lucky for me, I got hired to the third place), but the first after 2 round of interview ghosted me, at the second place they speak before me with each other, that the other person was so good. At the third place I didn't get interviewed for the job I was applying, but for an other. There was someone before pension (in the same field) and they called in people whom CVs they already had. My sister also got hired a place, where she just sent in randomly her CV, for the chance that there will be hiring.
TL,DR: Send your CV to places where they don't actively hiring, but it's in your field of work, too. Maybe they won't call you in, but there is always a chance, that they won't put out a joblisting and just look at CVs they already have.
