He never did actually, Rimnoa specifically told Julius to fuck off and not get him involved when he propositioned him so he did the whole PTA scandal thing by himself. The only thing Rimnoa did was take advantage of Washio's departure to try and get his chance to be the teacher for the Monster Girls which ended about as you'd expect and he even acknowledges that Washio is the one they wanted (in a curt way of course).

Rimnoa has never actually done anything directly negative to Washio other than berate him (while secretly liking him). He's Tsundere but isn't overtly malicious.

If you mean the left girl that is the girl that was trapped in the book Washio and the gang found in the tower. The one with talking snakes for hair. The girl on the right is the "normie" that they recruited to form an official faction for Washio and has been around for a while as well.
