It actually makes since, to me at least, that the king would have rest and or break periods thrue out the day. Unless it's an emergency, a good sovereign should be mostly delegating tasks to competent subordinates and either signing off on their proposals or sending them back to be further refined. So as long as it's not time critical and hasn't utterly failed to manage his time and retainers, the King should take frequent breaks to remain as mentally capable as they can.How has he not suspected the old man to be royalty yet? Besides not seeming busy, the only other person in a royal palace I could think of that would fit someone with the details he has shared would be the head butler. The bath doesn't seem to be for normal employees (wasn't mentioned, so just a guess,) he was raised in the palace, and he knows around the secret floor. If he seemed busy then I could see him as one of the top people in charge of taking care of the royal family, but since he doesn't that only leaves royalty who live in the palace.
Assuming that the king would be busy seems like reason enough for him to not guess it might be the king himself, even with the watch. It is obvious to us from our point of view, but he should at least suspect him to be royalty with the second two clues.
