Unless he brought the dude elsewhere, that would make him a criminal. Remember there were witnesses, people just walking around looking as she cried on his shirt. And they haven't moved one step from the spot he cursed the dude.

As for why he didn't report the dude. It's because he's naturally lazy. He's even using magic to get good grades (by giving himself accelerated time while studying) and spending his entire day sleeping. It's extremely troublesome for people like him.
