Oh snap, the merchant was with the human supremacist nation. He's not giving any vibe of having any discrimination issues with beastmen though, though he may just be good at hiding it. For a spy, his gathering of information is a bit lacking. Perhaps he was just too busy bringing in food to have a talk, but they were all drinking so how hard could it have been to just ask a bit about where they've traveled from. If he had learned they were beastmen who came from the plateau or even the type of materials they brought in, his assessment would have immediately changed regarding their individual strength. Did he not hear of the sparring match? It appears he also has no other collaborators in town, which seems a bit odd. How did he even set up that hidden room with that tool all by himself?
I'm not really sure about how smart the strategist actually is. Even if he considers the soldiers with strong supremacist ideology tendencies to be "expendable", losing a few thousand of those isn't going to do anything to change the ideology of the country. Worse, as an occupying force, they will be even more likely to be conducting war crimes against the non humans. All he's doing is ensuring maximum resistance. Why is he even going ahead with the pursuit of expansion if he knows that racial tension will cause the country to collapse from within? Not that it's easy to solve those issues first, but he should be focusing on that. They really should be reconsidering the expansion policy. I'm also not sure about how they're maintaining their supply lines through monster infested lands. Also the strategy is a surprise attack and to somehow keep it a secret that the city has been taken over. What are they going to do? Somehow stop every scout on horse from immediately being sent out to inform the rest of the country of the attack the moment it happens? Bigger numbers go brrr is always better, but I think the rest is very dubious.
Deploying magic soldiers who use lightning is going to be interesting, because bikubiku like things is definitely going to scare the little ones. Once they realise it's not actually dangerous though... Yeah, it's going to be a massacre.
But damn, how fortunate is that city that the ostrich beastkin move in the very day before an attack. If they had moved in earlier, the spy would have been able to gather more information and get the attack to be timed with them being away on expedition to gather materials or just call it off, and if it was later, they may have just decided to go somewhere else instead of trying to liberate a city with no information on its inhabitants or the opponents. Instead, they're going to wake up and immediately get to fight. Though actually, the attack is a bit delayed, so surely this will give the spy some time to gather more information and realise it's a terrible mistake. In any case, the ostrich are set as mercenaries/adventurers and their value will immediately be on full display which should give them better conditions when the higher ups inevitably try to seal a contract with them.
