Because generally omake still get placed where they were at the time of original release, so that you get the same experience as someone reading the original releases or physical books.
Plus, when you move omake like these to their chronological position, it can have unintended effects on the placing or flow. They're kept at the end of volumes for a reason, after all. Like this one was clearly meant to be kept as a bonus outside the main story flow.
