It's complicated, the narrative hasn't outright stated it, but we've been shown that Shigemi over the course of this arc clearly developed a perverse sexual curiosity for Gotou after discovering evidence of his sexual prowess/perversion and lowkey popularity (via interactions with Agawa, Shiina, Akito, and even Inukai) against everything she previously thought of him. On top of this, yes she also appears to clearly feel sorry for him too, both because of his particular predicament, and because he likely seems to her like a genuinely well meaning but clueless boy in over his head. She may also have been touched + intrigued by the fact that he's indicated her as someone special (the only one that can fix his boner).
