I think it's just that they had gotten complacent. It seemed to be peaceful times and while Lienna was strong her strength was mostly a symbolic deterrent. They were also content with arguing over who would replace the literal figurehead of the military. They let themselves over burden and waste their talented and now the country is paying for because like the Elf said not having someone in the position at all is what led to aggressors thinking they can take advantage of the situation.
