In the story so far we have more or less been given incomplete and biased information from multiple perspectives and are only now getting unbiased information. A lot of things have been hinting to out right stating that the knight order being massively mismanaged.

There is a good chance that the noble in charge of the knight order was throwing the level 15 Lienna at level 5~10 internal threats solo when she wasn't doing paperwork while the rest of the knights order was level 2~5 facing level 1~3 opponents. The vice-commanders ended up stalling out at level 7, got cocky and ended up wiped out by a group of level 8~10 opponents.

It would make sense that Lienna have much more power than she would appear at first glance though. Protag powers and plot armor aside, there's probably a very good reason why high command was using her as a nuclear deterrent.
