I meant more fitting in as a narrative type thing. It would create the opposite problem of getting shot on sight, in that they treat transformed dragon as some divine being or whatever. If you're transforming into a human to blend in then you failed, and if you're doing it to experience being human then you also fail because everyone's going to be fellating the farts out of your ass.

True but I feel like the point is more to mitigate any violence from the humans. Transforming into a human-like form is moreso to keep them from dehumanizing the dragons. Not really an attempt for the dragons to understand the people.
Basically to
1. Show humans they're not just mindless monsters
And 2. Show humans that they are superior to them.
