Unless there was some magical bullshit left unmentioned yet, there's not a lot you could do to chain that thick with a knife. If the steel in the knife is similar to the handcuffs, the much thinner steel of the blade would give way before the thicker steel of the chain. Though if we were being really pedantic, even a file need pretty function specific hardening to actually work as a file or it would just file itself.

But making weapons or such from those bars isn't a bad idea at all, if mana and time allowed for it. You wouldn't have to break the bars and had something along for your escape.

Edit: I'm officially a dumbass. Trying to see if you can use the manacles themselves to make something to cleanly get rid of them would have been the move to try first, not the made knife to use against the chain. Though, those manacles are magical, so some extra restrictions would probably apply.
